Update (1:45 pm): This isn’t an issue with the NCAA. Came down entirely to him not living up to the standards set by Duke University.
Duke running back Jela Duncan has been suspended by the university, according to The Herald-Sun’s Stephen Wiseman:

According to Wiseman, the suspension will last through January 2015, which will hold the sophomore running back out all the way through next season. He is expected to redshirt.
Duncan, a big part of Duke’s deep backfield, has rushed for 562 yards and 3 touchdowns on 113 carries. He also has been a weapon in the passing game, adding 123 yards and a touchdown.
