The Duke Blue Devils have extended a scholarship offer to 2015 quarterback Blake Barnett, according to a pretty reliable source.

So, unless Barnett is pulling a Kevin Hart on us, the Blue Devils have indeed made an offer.
Barnett is a pro-style quarterback out of Corona, CA, where he plays for Santiago High School, the same school current Duke quarterback Brandon Connette attended. He has good size at 6’4″ and 200 lbs and from what I’ve seen, he has a big arm to go with it:
The form is a little different, but his ability to make a variety of throws, including ones on the run, is impressive. As you can see, Barnett can also move a little (my favorite run comes at the 3:36 mark in the video). Through seven games in his junior season, he has accumulated 591 rushing yards and 11 rushing touchdowns to go along with his impressive passing numbers (113-205, 1513 yards, 16 TDs, 9 INTs).
Barnett also holds offers from Arizona, Notre Dame, UCLA, and Colorado, and that list figures to expand immensely over the next few months, with plenty of high-profile programs showing interest. While it is nearly impossible to get much of a read on how much of a shot Duke has at landing the quarterback, it is nice to see Cutcliffe and Co. making plays for big time recruits (they’ve also reportedly offered top 2015 OLB Justin Hilliard).
